!969 ford 3000 flutter,and correct grill

What causes my 1969 3000 to flutter at high rpms,and when a load is applied it clears up? Also, does any one know, what is the correct grill for this tractor,the 2 piece or one piece. Speaking of which, I bought the neighbor's 13 year old daughter a bikini last week...the parents won't let her come over anymore. thanks
